Please help me in adding language file. I tried to add german
language but the control panel still remained english. Jumla cache is
switched off. I have 2.0.4 installed.
Other question, can I change or configure the actual language?
Chamnge from English -> to German, and backward german -> to english?

do you have installed the joomla german language before abook german language?
Do you see the german language in language manager? If not, you have to install it.
