There is a discrepancy between what is shown as published in the backend and what is actually published. Further, some books are showing up in the frontend but not in the backend lists. I can find them in the backend if I search but not if I just list a whole category. Then I have a book that shows in a backend list but not in the frontend. I have compared books that are and are not showing but can not see anything different between the two.
Further, the backend says there are only 11 books published but the front end shows a lot more.

Pagination splits out the books by many pages. If you disable the pagination then you are be able to see the first books only. Check if the pagination option is disabled in abook configuration or abook menu configuration.
I don't think it's disabled but when I try and go to Front-end settings I get the following:
